By ‘89 at least, the tesseract is in the possession of a Kree scientist who looks like Annette Benning and who is working on a SHIELD project (SHIELD being co-founded by the aforementioned Stark).

I… I feel like “how did it get from Howard Stark to Mar-Vell” is less “plot hole” and more a toss up between “really, Howard? Really?” and “I just don’t understand how a Kree scientist could possibly have defeated the height of 80s Earth security technology.”
