I’m not certain if that’s Cicada joined up with the Black Hand cult or just a guy who looks like him. It seems like the kind of thing which would be up his alley if he’s changed his focus from Flash worship – he does love his death/murder cults, after all – so it’d make sense if it’s him. But he looks somewhat different, and it’s not even just those stylish Nekron robes, so maybe DC cults simply attract similar weirdos.
